“Sparked by an incident in which a teen was bitten by an unleashed pit bull, City Council is considering an ordinance that would ban all vicious dogs “ including pit bulls “ from the city.

The ordinance, which was given its first reading last week, uses the Ohio Revised Code definition of a vicious dog as one that, without provocation, has killed or injured a person or another dog, and/or a dog that belongs to a breed that is commonly known as pit bull.

A majority council vote on the third reading of the proposed ordinance is needed for it to become law.

…[Councilman] Nordin, a dog owner himself, defends the ordinance singling out the pit bull breed.
‘Pit bulls away from their masters cant be trusted,’ Nordin said. ‘They dont bite like a regular dog. They are a vicious animal. This is a suburban community. There just isnt room in a small community for vicious animals’.

…Mayor Robert Bo Bemmes said he and several council members hadnt had the opportunity to review the ordinance in detail when it was introduced Tuesday. He said the details could change before its final reading.

‘What we want to do is to give police a better ability to remove a dog that is believed to be vicious,’ Bemmes said.

…’My opinion is the problem is you have to be a responsible dog owner no matter what type of dog you have, Bemmes said’.”

Please contact the Reading Mayor and City Council and politely inform them that breed-specific legislation in any form is ineffective and unenforceable.   An enforced leash law and a non-breed-specific dog law are more than adequate to police irresponsible dog owners of any breed.
